We have exactly the same problem over here (Germany). Since China is buying all the old iron, it must be really valuable now i guess. Even the YMCA collects it meanwhile (ok, i doubt they’re stealing manhole covers) to make some money for their funds.

Locally, the dopers steal copper and sell it.
