Wow, accountability is falling apart. As much as I hate being a wet blanket, initiatives like this will make it entirely impossible to prevent spamers and frauders from being absolutely anonymous.
I’m cool with a city providing internet as long as they are willing to administrate and tech-support it, I’m cool with it being free, but there should be a way that a user’s account can be suspended or nixed without them easily just making up another one at the very least. *shrug*
