Here is the thing about the Wisconsin Dept of Revenue -- and I know this from first-hand experience... they are nothing more than bullies and frauds.

The Wisconsin Dept. of Revenue has assessed me for over $22,000 in made-up income tax liability for 1999. Well, I filed my income taxes in 1999. I owed $8. Eight, as in, 1-2-3-4-5-6-7-8
And I had paid $11, back in 1999! But here we are, 2007, and they are still after me for over $22,000! No, I am not kidding.

Anybody is welcome to come into my home and review my financial records for themselves for 1999... I have nothing to hide here. They have made up this arbitrary $22k liability and they think that somehow they are entitled to it. ??? What in the hell?????

Obviously they pretty much make up their own rules as they go, and think they are beyond reproach. This Walmart issue is a classic case in point. Companies have been leasing Wisconsin-operated equipment to themselves for YEARS now, because it is legal to do so in this state. Read that again. In Wisconsin it is LEGAL to lease equipment from a non-WI entity. This is hardly a new way of doing business in this state. And now the Wisconsin Dept. of Revenue is weeping over lost monies because their own government left a loophole open! Well boo-hoo kids, too damn bad!

If the Wisconsin Department of Revenue wants companies to stop doing this, then they need to petition the legislature to change the law and make it illegal! The Dept. of Revenue can't just make up new rules as they go along and enforce laws that don't exist. And yet, that's exactly what they are trying to do here.

The Wisconsin Dept. of Revenue's primary tactics are intimidation and bullying. I don't know how on earth this bunch is able to just run roughshod over citizens, demanding piles of money that simply are not legitimately owed, yet somehow they continue to get away with it. It is possibly the biggest crock of government bullshit going on in our country, that somehow continues to be swept under the rug.
