It's a preview of some sensor technology they're working on so that autonomous robots can react to the movements of their human counterparts, and get the hell out of the way. Why they chose this weird demonstration I have no idea, but hey, that's your tax dollars hard at work....

Looks too cheap and low quality to be produced by NASA. Someone posted a file to the server and they haven't removed it.
