Random Roadside Sign

Laura B. sent me this photo. Her friends were driving down Berry Mills Road, in Moncton (New Brunswick, Canada) and saw this sign. Her and her friends were not quite sure why it's there, but said that it says something different every few days. She said it's in front of some trash recycling place.
